Bank accounts of about 90 thousand government schools in the state will be made zero balance from June 30. From July 1, only one single savings account will be operational at the state level. The amount deposited in the account of the schools will be transferred to this account. At present, about Rs 100 crore is deposited in 90 thousand different accounts of government schools. Before transferring the amount to a single savings account, the officials at the district level have started spending it. Instructions have been given to open a single savings account for the amount of central government schemes. The State Education Center has issued orders in this regard. Regarding this, by June 30, all primary, middle, Zero balance will be made in 90 thousand separate accounts in high and higher secondary schools.

The amount of these accounts will be transferred to a single savings account to be opened at the state level. In order to keep track of the expenditure of the amount received from the center, now the state government will have to open such an account, which will be directly monitored by the center. After the instructions of the Central Government, the Finance Department has given instructions to all the Heads of Departments working as Additional Chief Secretaries, Principal Secretaries and Secretaries and Budget Control Officers of all the departments.

There will be trouble due to zero balance in the account of schools
Now the problem will increase due to the zero balance in the account of the schools. The school management will have to first show the bill to the officer for every small work. So far at present government schools have separate bank accounts. The amount of these accounts could be spent by the management at the school level according to the need, but after having a single savings account at the state level, for any school work, the first bill would have to be made by the Block Resource Coordinator (BRC). From BRC to District Project Coordinator (DPC). After this it will have to be sent to the State Education Center. Only after getting the payment from there, any work can be done in the schools.
If there is any small requirement in the schools, then a letter will have to be written to the BRC for the fund.  With this new rule, a financial crisis has arisen in front of the schools.  School accounts should not be maintained on zero balance.
