The funding pattern of centrally sponsored schemes will change after the new education policy is implemented. The situation is not clear on how the budget will be renewed in the centrally sponsored schemes Samagra Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in the Education Department. 

The state government has written a letter to the center. In this, demand has been raised that under both these schemes, the grant of approval will be released in the financial year 2020-21. In SSA and RMSA, grants should be continued for such projects which are still going on, so that better education can be imparted in rural areas in the state.

If the Center turns down grants for these projects, the department may face a lot of problems. In such a situation, the state government will have to spend money to complete these projects on its own. Himachal gets a budget of 90:10 under the Samagra Shiksha Abhiyan and the Rashtriya Madhyamik Shiksha Abhiyan. Himachal has been included in special category states for funding. Every year, Himachal gets a budget of more than 1200 crores under both these projects from the Center.

There will be a change in the format of SSA and RMSA after the new education policy is implemented. The new policy focuses more on vocational subjects. In such a situation, there will be more focus for studying vocational subjects in RMSA. The department is currently awaiting the order of the Center. The forthcoming action in this direction will be done only after getting instructions from the Center.

How will grant be given, no decision: Secretary

Secretary Education Rajiv Sharma says that after the implementation of new education policy, how the grant will be received from the center has not been decided yet. A letter has been written to the Ministry of Education. It states that budgets should be released for projects that have been approved under SSA and RMSA so that these schemes can be implemented better.
