The country’s Ministry of Education has announced necessary guidelines for admission, identification and continuing education of migrant children to reduce the impact of the Kovid-19 epidemic on out-of-school children.

The Ministry of Education has issued detailed guidelines on measures to be taken by the Union Territories and States during the school closure and when the schools reopen in the country.

Continuing education for out-of-school children and people with special needs

• Non-residential training should be continued for out-of-school children ie non-school children with the help of local teachers, volunteers and community participation.
• Home-based training and education for children with special needs should be continued through special teachers / volunteers.

Identifying such out of school children

• Proper identification should be done for the children of 06 to 18 years of age not studying in any school, through extensive house-to-house survey by various states and union territories of India. An action plan should also be implemented for his nomination. 

Awareness generation and enrollment campaign

• At the beginning of this academic year, enrollment campaigns should be started such as School Chalo Abhiyan and Praveshotsav etc.
• Awareness should be created between parents and the community for enrollment of children and attendance in class.

Provide support to students even when school is closed

• Support should be provided to students on a large scale including awareness, counseling and targeted home visits.
• Increased access to TV radio, digital / online resources to reduce learning loss.
• Ensure timely and easy access to textbooks, uniforms and provisions of MDM.
• Timely stipend should be distributed to CWSN girls enrolled through DBT.

Support provided to students after school opening

Before the schools reopen, modules should be prepared for the initial period so that students can easily mix in the school environment and do not feel lonely or stressed.
Identification of students should be in different grades depending on their level of learning.
• Detention criteria should be relaxed this year to prevent dropout.

Focus on teacher capacity building

• Online fidelity training modules should be used. The online training module for Corona reactive behavior will soon be launched on the initiation portal.
• The alternative academic calendar prepared by NCERT should be used for children’s interest in learning.
