The Center has been prepared on the basis of 70 parameters of 5 categories for preparing the report. According to the report, children in Himachal are getting mid-day meals, books, uniforms all on time. The schools also have basic facilities for studies. This is the drawback of not having a playground.

Reasons such as shortage of teachers, vacant posts of head teachers, principals, short tenure from director to secretary level, lack of tenure from director to secretary level, delay in issuing state shares from the state finance department even after Samagra Shiksha Abhiyan got central shares. There are administrative flaws. If Himachal has to move ahead in education from neighboring states, then all these points have to be taken care of.

These flaws were also revealed in the U DICE report prepared by the state government. While preparing the PGI report, the Center also takes the basis of the U-DICE report. In this report, 1632 primary and middle schools of the state were running with the help of one teacher each. The condition of schools from classes I to V was found to be the worst. In 1543 primary schools, only one teacher is teaching five classes. 

There are two teachers in 6844 primary schools, three in 1622 and four to six teachers in 544 schools. 89 middle and two secondary schools were also supported by one teacher each. However, now the appointments of teachers have been made in this. There are two teachers each in 363 middle schools of classes VI to VIII, three teachers each in 703 schools.

  • 694 schools are running in one room and 3199 schools are running in two rooms in the state.
  • 2921 primary schools are running in two rooms each. 428 primary, 261 middle and five secondary schools have been opened in one room each.

There are 15,329 primary schools in the state. Out of this, only 13.68 percent of the schools have internet facility. Apart from this, boundary wall 65.54, drinking water 99.90, toilet for students 97.8, girl toilet 98.26, electricity 95.67, library 87.36, sports ground 74.62, ramp 80.18 for specialist children, medical checkup facility 95.66 computer is in 19.60 percent.

Stars project will improve the condition

The Central Government has started the STARS i.e. Strengthening Teaching Learning and Results for States Project, which has been started to bring quality in education. Himachal is proposed to get a budget of 100 crores under this. Infrastructure will be strengthened with this budget.

What is the education secretary

Secretary Education Rajiv Sharma says that full focus is being given on qualitative education. Himachal has got Grade-1. The results of the reforms will be seen in the times to come.
